Do sponsor licences expire? Renewal, surrender and what happens when you stop sponsoring

Sponsor licences no longer need renewing every 4 years. What that means in practice, which licences still have an end date, how and when to surrender a licence, and the duties that continue while you hold one with nobody sponsored.

Checked against official guidance on 22 October 2026. This post reflects GOV.UK: Sponsor guidance part 3, sponsor duties and compliance, sections C5 and C6 (version 08/26, published 28 August 2026). Guidance changes, so check the linked pages for the current version. This is information, not legal advice.

No more 4-year renewals

Until April 2024, sponsor licences lasted 4 years and had to be renewed. That requirement ended on 6 April 2024 (C5). Licences are now valid indefinitely, unless you surrender them or the Home Office revokes them. The exceptions are UK Expansion Worker and Scale-up licences, which still last a maximum of 4 years.

This is good news on cost and admin, but it removes a natural checkpoint. A renewal used to force sponsors to look at their key personnel, their records and their processes every few years. Without it, a licence can sit untouched while the people named on it leave and the records go stale. Build your own annual review instead.

A licence you are not using still carries duties

Holding a licence with no sponsored workers does not switch your duties off. You must still keep your organisation details and key personnel up to date and report organisational changes within 20 working days. The Home Office can still visit. If someone named as key personnel left two years ago and was never replaced in the SMS, that is a breach, whether or not you sponsor anyone.

The Home Office has said it will invite inactive sponsors to surrender and will publish more guidance on inactive licences. If you have no plans to sponsor again, surrendering may be the cleaner option.

How to surrender

You surrender through the SMS or with a change of circumstances form, and there is no refund of the licence fee (C6.1, C6.3). Before you do:

  • Report that you have stopped sponsoring any remaining workers.
  • Make sure no Certificate you assigned is still waiting to be used.
  • Keep your Appendix D records for the required period afterwards; surrender does not end your record-keeping duties for past workers.

Timing matters. If you surrender while the Home Office is taking compliance action against you, the same cooling-off period applies as if your licence had been revoked: at least 12 months before you can reapply (C6.7, C10.17).

What ends sponsorship of an individual worker

Separately from the licence, you must report within 10 working days whenever you stop sponsoring a particular worker (C1.26), for example because they resign, are dismissed or made redundant, their contract ends early, they get settlement or a visa that does not need a sponsor, or their application is finally refused. Once you report it, the Home Office will usually shorten their permission unless they have another basis to stay.

An annual licence health check

  • Are the Authorising Officer, Key Contact and Level 1 users still right, and still with you?
  • Are your company name, addresses and branches correct in the SMS?
  • Do you have at least two active Level 1 users?
  • Has your size changed in a way that affects your Immigration Skills Charge rate?
  • For each sponsored worker, do the Certificate details still match the job, pay and workplace?
  • Are your Appendix D records complete and current?
