Applying for a sponsor licence in 2026: costs, timings, documents and the checks you will face

What a small employer needs before applying for a sponsor licence: the £611 and £1,682 fees, the small sponsor test, the 8-week decision time and £750 priority option, the documents to send within 5 working days, and what makes applications fail.

Two business owners reviewing paperwork

Checked against official guidance on 22 October 2026. This post reflects GOV.UK: Sponsor guidance part 1, apply for a licence (version 08/26, published 28 August 2026). Guidance changes, so check the linked pages for the current version. This is information, not legal advice.

Before you apply: are you ready to be a sponsor?

A sponsor licence is not just permission to hire from overseas. It is a promise to the Home Office that you have the people, processes and records to monitor sponsored workers. The Home Office can check you before it decides, so the time to get organised is before you pay the fee, not after.

You need a genuine trading or operating presence in the UK. Section L8 says an application will be refused without one, and gives examples of where it is unlikely, such as a business with little real trade with outside customers, or "circular trading" between related companies.

What it costs

For a Worker licence, which covers Skilled Worker:

  • Small or charitable sponsor: £611.
  • Medium or large sponsor: £1,682.

A Temporary Worker licence is £611 for everyone. You are usually a small sponsor if at least two of these apply: turnover of £15 million or less, total assets of £7.5 million or less, 50 employees or fewer. Section L6.13 also treats companies under the small companies regime in the Companies Act 2006, and registered charities, as small. Paying the wrong fee makes the application invalid.

Then budget for each hire: £525 per Certificate of Sponsorship and the Immigration Skills Charge (from £480 for the first year for a small sponsor). You must pay all of these yourself and must never recover them from the worker. Recovering the licence fee or Certificate fee is a ground for revocation (L6.17).

How long it takes

GOV.UK says most applications are decided in under 8 weeks. You can pay £750 for a priority decision within 10 working days, but places are limited each day and allocated first come, first served. If the Home Office visits you before deciding, it will take longer.

Documents: the 5-day deadline

After submitting the online application you have 5 working days to send the signed submission sheet and the documents listed in Appendix A. Missing or incomplete mandatory documents make the application invalid. Prepare everything before you start the online form.

A standard UK limited company sends at least 4 documents, chosen from the Appendix A list. Common choices are:

  • An HMRC document showing your PAYE and accounts office references.
  • Your VAT registration certificate, or your VAT number.
  • Employer's liability insurance cover of at least £5 million from an FCA-authorised insurer.
  • A signed lease for your business premises.
  • Your most recent business bank statement, or a letter from your bank.
  • Your latest annual accounts, or a link to them on Companies House.

If you have been trading for less than 18 months, a fully itemised business bank statement is mandatory. If your sector needs a regulator's registration, such as CQC for care in England, you must give the registration number, and care providers sponsoring care workers must also give each work location and their regulated activities. For Skilled Worker you also provide an organisation chart and, if you have 50 or fewer employees, a list of all staff with their job titles.

Appendix A changes, so check the current version before you apply.

Choosing your key personnel

You must name an Authorising Officer, a Key Contact and at least one Level 1 user. One person can hold all three in a small business. They must be UK-based, and they are checked for unspent convictions and civil penalties. An application can be refused if anyone named was key personnel at a sponsor whose licence was refused in the last 6 months or revoked in the last 12 months.

Estimating your Certificates

You will be asked how many undefined Certificates you need in your first year. These are for workers already in the UK, such as switchers from the Graduate or Student routes. Workers coming from abroad on Skilled Worker use defined Certificates, which you apply for one at a time. Ask for a realistic number with a business case; extra Certificates later can take up to 12 weeks.

Why applications fail

  • A missing or invalid mandatory document.
  • The wrong fee.
  • No genuine trading presence, or a role that does not look genuine.
  • Key personnel who are not eligible.
  • A pre-licence check that shows you could not meet your duties: no right to work checks on existing staff, no way to track absence, no HR records.

If refused, you normally have to wait 6 months before reapplying.

Get your house in order first

Before applying, make sure every current employee has a dated right to work check on file, you have contracts or written statements for everyone, you record absence, and you have a named person who will be responsible for sponsorship. These are exactly the things a pre-licence visit tests.

How Zetta HR helps

Zetta HR gives a new sponsor the HR backbone the Home Office expects to see: people records, right to work checks with follow-up dates, absence records, contracts and documents in one place, plus a licence readiness score that shows what to fix first.

For the application itself, speak to a qualified immigration adviser. Zetta HR does not apply for licences and is not affiliated with the Home Office.
